Then you may be able to turn it on in windows features before reinstalling the game. Try fully uninstalling the game, making sure it tries to uninstall DirectPlay too.
The problem may be that you let your game try to install its own version. I have turned DirectPlay on in windows features without being asked to restart (nor do I need to restart if I turn it off again).

Please help me! Trying to play theme hospital on windows 10 and when I try to play it says I need to install directplay. What games need direct play? Doesn't it come with the DirectX 9.0 runtime? Or is DirectPlay for even older apps and games? Sorry for lobbing in on your thread, but I was trying to decide if I need to install DirectPlay on my Windows 10 box. Can't Install DirectPlay in Windows 10? In my case there is no Legacy Components in Windows Features.
It ends with a message saying the machine needs to be restarted.
When I activate Direct Play via legacy components the installation code runs.
